Bill Philibert
2024 Board Chair
Bill Philibert is the 2024 Board Chair and also the Chair of the Budget and Compensation Committee. He was appointed to the Board in February 2013 and reappointed in July 2020. Mr. Philibert has served as Board Chair and Vice Chair, Chair of the Audit Committee, and Chair and Vice Chair of the Budget and Compensation Committee, Chair and Vice Chair of the former Advisory Committee on Benefit Design, and Chair and Vice Chair of the former Legislative Committee.

David Wescoe
Executive Director
David Wescoe became TMRS’ Executive Director in July 2020. Prior to moving to Austin, he held senior positions with private and public sector organizations and has an extensive background in law, finance and investment management. His public pension career began in 2006 when he became the CEO of the San Diego City Employees’ Retirement Association. He also has served as the chief executive of the Motion Picture Industry Pension and Health Plans in Studio City, California and, most recently, as CEO of the San Diego County Employees Retirement System.
David is a frequent speaker on financial and pension topics and has been interviewed by the New York Times, the Wall Street Journal, National Public Radio, and Governing magazine. Among his many civic and charitable activities, David has served as the Board Chair of the University of Kansas Alumni Association and as a Trustee of Trinity School in New York City.
A native Kansan, David holds a BA from the University of Kansas and a JD from Columbia Law School.
Debbie Muñoz
Deputy Executive Director
Debbie Muñoz was promoted to Deputy Executive Director in March 2024. In this role, she is responsible for the Finance, Human Resources, Quality Initiatives, Project Management, and the Services groups.
Debbie joined TMRS in 1998 as a Membership Development Representative. Since then, Debbie has led teams through modernization and online Member and city service functionality projects, including developing MyTMRS, the City Portal, and the pension administration system. Her responsibilities steadily increased to include managing the Support Services, Member and City Services, and Benefit Administration groups. In October 2022, she was promoted to Chief Service Officer.
Debbie received her BA in Government from the University of Texas. She is a native Texan, born and raised in San Antonio.
Anali Alanis
Chief Service Officer
Anali Alanis was promoted to Chief Service Officer in March 2024. In this role, she is responsible for the Benefit Administration, Communications, Education Services, Member and City Services, and Plan Design and Funding departments.
Anali joined TMRS as its first-ever Chief Quality Officer in October 2023. In this role, she led TMRS’ quality initiatives and all organization-wide process improvement projects. She also had responsibility for the Human Resources, Internal Audit and Project Management functions.
Prior to joining TMRS, Anali was the Interim City Manager of the City of Pharr and a TMRS Trustee. During her tenure at the City of Pharr, the city earned the Governor’s Texas Award for Performance Excellence that recognizes exceptional performance in all areas of organizational management. Pharr is only the third city in Texas to receive this award. Anali was appointed to the TMRS Board of Trustees in February 2020, and served as Chair of the Budget and Compensation Committee and Vice Chair of the Advisory Committee on Benefit Design.
Anali holds a BA in Applied Technology Management from South Texas College and a MPA from the University of Texas Rio Grande Valley. She is a Director of the Quality Texas Foundation and a Certified Public Manager.
Yup Kim
Chief Investment Officer
Yup Kim joined TMRS in January 2024 from the California Public Employees Retirement System where he had served as Investment Director and Head of Investments for Private Equity managing almost $60 billion in global private equity assets.
Prior to joining CalPERS, Kim was a senior portfolio manager at the Alaska Permanent Fund Corporation (APFC), where he was recognized by Chief Investment Officer magazine with its “Forty Under Forty” award at age 32. Prior to APFC, Kim served as a member of Deutsche Bank Private Equity’s global investment committee and held roles at Performance Equity, Silver Point Capital, and Citigroup.
Kim graduated from Yale University with a BA in economics, speaks six languages and is a prolific author, lecturer, and speaker. Kim serves as chair for the Milken Institute’s Rising Allocators, Board of Directors for the Korea Finance Society, and Term Member at the Council of Foreign Relations.
Colin Davidson
Director of City and Member Services
Colin joined TMRS in 2006. He has been a member of several departments, including Records, Call Center, Communications, Travel Team, and served as the City Services and Education Services manager. In March 2024, he was named Director of City and Member Services, where he oversees the Member Service Center along with communication and service to all TMRS participating cities.
Additionally, Colin works on increasing TMRS’ online initiatives, improving city training, assisting cities with plan changes, and creating new ways to expand service to participating cities. Colin has a BA from the University of Texas at Austin.
Marin Emma
Regional Education Manager
Marin Emma joined TMRS in October 2021 as a Member Education Representative. She counsels and educates TMRS members in person and virtually about their TMRS plan and benefits. Her service area includes parts of the DFW Metroplex, Lubbock, Amarillo, and Wichita Falls.
Prior to joining TMRS, Marin spent 16 years with the Employees Retirement System. During her time with ERS, Marin held several positions focused on training, quality assurance, service recovery and the member experience.
Marin holds a BA from the University of Texas at Austin.
Shannon Lucero
Regional Education Manager
Shannon Lucero has been with TMRS for 20 years; in Member Services as a Membership Analyst and Support Services Analyst, in Communications as a Regional Representative and in the Member Education Center in her current role as a Member Education Representative. In this role, she assists Members and Cities by phone, in-person, and virtually. Her service area included portions of North and East Texas. Prior to joining TMRS, Shannon worked for the Texas Public Finance Authority and the Texas Department of Public Safety.
Shannon holds a BS in Management from the University of Phoenix and has also earned a Communications Certification from the University of Texas at Austin’s Center for Professional Development.
